The governance of Carroway Island has long been conducted in a manner suited to its size, its needs, and its particular way of doing things. While certain titles are held and responsibilities observed, it would be incorrect to assume that such matters follow strictly the customs of the mainland.
Thomas E. Halbrook
Serves in a capacity that is both formal and, at times, interpretive. Mayor Halbrook is known to take a measured view of outside interest in Island affairs and has, on more than one occasion, declined to comment until such time as he felt comment was warranted.
The Council convenes as needed and consists of individuals whose familiarity with the Island, its waters, and its ways is considered sufficient for the purpose.
Caleb Morrow
Often speaks at length, though not always to the point immediately apparent.
Thomas Reed
A practical voice, inclined toward solutions that require the least adjustment to established habits.
Eliza Harrow
Maintains an attentive ear for concerns brought forward, particularly those that might otherwise go unspoken.
Samuel Dodd
Holds firm opinions on matters of shoreline use and harbor conduct. Known to abstain from votes he considers unnecessary.
Henry Voss
Responsible for the orderly use of docks, slips, and approaches thereto. The Dockmaster’s authority, while specific in scope, is generally regarded as final in matters occurring within sight of the harbor.
Certain matters are, from time to time, referred to committees for consideration. These include harbor maintenance, seasonal budgeting, and questions arising from increased outside interest in the Island.
Meetings are held as needed. Public attendance is neither required nor discouraged. Minutes are recorded when appropriate and preserved in a manner deemed suitable to their importance.
Those seeking to address the Council are advised to do so with clarity of purpose and an understanding that not all matters brought forward are considered to require resolution.
